Is 7507 Version 12.1(19)good as TFTP server ?

I wanted to use one of the standby 7507 for TFTP server. After I copied 1700 image to Slot0 the CPU usage hit 99%. The messages are below ;

Why is this happening ? Has anyone experienced similar thing ?

The second paste was wrong...!!! The CPU usage after TFTP is as below;
