When I configuring ISIS for IP routing, am I need to register the my domain portion of my net address from any authority? If yes, which authority? If no, what range can I use?

You do not need to get registered ISO address space for your ISIS network NET (domain portion) addresses unless you are going to be attaching to a registered ISIS network and exchanging LSPs. Many use the Loopbacks of the router as the Net address for easier troubleshooting when looking into the ISIS database. For example:
Interface Loopback 0
ip address 172.1.1.1 255.255.255.255
router isis
net 17.2001.0010.0010.00
If you are planning to merge into another ISIS network you might think about getting a block of registered ISO addreses so your address (ISO) space will be unique. Hope this helps.
