How does an ISP measure internet traffic use by each individual account and know the time of day they log on and how long each session the user log on.
How do they do all this?? Thanks in advance.

We usually use either RADIUS or TACACS +
These are two common standards for AAA (authenticatio, authorization and accounting)
The routers at the ISP side that recieve calls from users "talk" to servers that support these standards.
