LCP fails in async dialin into 1003

I'm trying to set up an ASYNC dialin access , with an analog modem , to a cisco 1003 isdn router.

The connection seems to complete successfully at L1 but the LCP seems not to work

here after an extract from the router's log

Router 1000 series is not capable to handle the modem calls over bri lines..It dosen't have the modem built in on which the modem calls can be terminated on..So it will not work.

It will only accept isdn calls over isdn line..

Why do the connection complete successfully at the L1 level ?

From the debug it seems that the problem is with the ppp authentication negotiation

The connection will complete at the isdn layer..(regardless of the call type which is determined by " Bearer capability" in the SETUP message)..The problem is with the resources..ISDN call will be terminated on the hdlc controllers while the Async (modem) call needs to be terminated on the modem..Which 1003 dosen't have it.
