load balancing 2 routers connected to 2 ISPs

is there a way to load balance between 2 routers where each router is connected to a seperate ISP (2 routers connected to 2 ISPs and the routers are connected together via fax/x interface)? how can that be done without using BGP?

I believe you could use EIGRP to load balance over unequal costs with the variance command.

Are the routers Fax/x ports directly connected via X-over cablee or are they plugged into a switch? If they are plugged into a switch then you could use GLBP to create a virtual address and that will load balance traffic over the two links and you can just use static routes to and from your 2 ISP's.

You can do outbound load balancing by placing a pair of routers (for redundancy) behind the internet-connected routers. Advertise default routes from each of the internet routers via your IGP and load balance across the two defaults. Inbound traffic is a different story. You don't have control about which path a remote AS will take in sending return traffic.
