I need to load ROMMON 12.2 on a 3640 so it will work with a 2FE2W and IOS 12.3 or 12.4 I found a paper titled
ROM Monitor Download Procedures
But
"Note The commands show rom-monitor, showmon, upgrade rom-monitor, upgrade rom-monitor preference, rommon-pref are present in the Cisco 3700 series routers only. "
I have tftp'ed the image into the flash so all I need to know is....
What is the command to load the new rommon image?

You can use the Xmodem command to load the Image on the router. Refer the following link on Xmodem Procedure for Downloading a Cisco IOS Software Image onto a Cisco 3600 Router for more information :

I had already found that page about loading the
"IOS"
image I need to load or flash the ROM "bootstrap" as you can see below from my sh ver the IOS is 12.1 but the bootstrap version is 11.1. I need a 12.2 or better bootstrap so the router can use a 10/100 network module.
IOS (tm) 3600 Software (C3640-I-M), Version 12.1(20), RELEASE SOFTWARE (fc2)
ROM: System Bootstrap, Version 11.1(20)AA2, EARLY DEPLOYMENT RELEASE SOFTWARE (fc1)
