Low end switch for rate limiting ports

What is a low end switch that will allow me to rate limit ports and what commands to I research to accomplish this. Will a 1900 allow me to do this or a 2900, 2950 or higher?

2950 supports policing

XLs/1900 do not support it. You might want to consider 2950/3550/3750
