Does anyone know of a good resource that gives recommended maximum dlsw peer connections for different router platforms? I am specifically looking for the number of DLSW peers I can connect to a 7200 router and keep the router running around 50%. Is there a good resource for determine this?

One of the main limitations of DLSw is the number of TCP/IP connections which is depended on the memory, refer to the following document for a better idea,

You can measure the performance using IPM,refer to the following document for more details.

And if you are configuring many DLSW peers on a router, you should ensure that you are running IOS 12.0 or above, since there was an enhancement in 11.3 to bring up the peers asyncronously.
Prior to that the peers were brought up syncronously, which sometime meant that the last peers timed out and neve came up.
