What would be the easiest way to have an office share 2 56k circuits? Right now 1 is teminated into a 1604 router.

1604 has only 1 wic slot, in which you have a 56k wic now. (1 port).
I dont think there is a WIC for 56k which has 2 ports.

If I use a 2600(or other router which will accept a dual 56k) can I use multilink(like channels on ISDN) to effectively make the 2 circuits into 1 112k??

Yeah, 2600 would support WIC 1DSU-56K4. You have two wic slots inbuilt, so you can get two such cars to make it a dual 56k.
Yes you can set up multilink over the two lines, with ppp as encapsulation on the lines.
