Because you configure the ip address on the dialer interface or Multilink Virtual interface. It does not make sence to have an ip address (layer 3) on part of a link. Mppp is a Layer 2 function. A Virtual (or dialer) interface is used to connect the multiple channels together. it is the Layer 3 termination point.
