Please, can anyone help with the router model that can support 24 fastethernet ports and 4 serial port?

You can take a look at 3700 series. There are 16- and 36-port 10/100 Ethernet modules for those routers. They also can support several serial ports

You could allso go for a combined solution if you would need routed ethernet ports.
Example :
cisco 2620xm with ip plus 2 x wic2t and a cisco 2950 series.
With this combination you could use sub interfaces on the 2620 and trunk them to the switch to create 24 fysical ports.
But for the best solution we would need some insight in your purposes.
