Hello Samuel,
what are you using as a time server ?
What happens if you try SNTP instead of NTP ?
Router#conf t
Router(config)#sntp server x.x.x.x
Can you post the output of 'show ntp associations' and 'show ntp status' of one of the routers that do not synchronize ?
Regards,
GNT

There are a number of things that can cause some routers to not sync time from an NTP server. If the routers are configured with authentication for NTP a configuration error could cause failure to sync. There might be issues in the network between the client which fails and the server which could cause this symptom.
In addition to the suggestion by GNT to post the output of show ntp association I would suggest that it might be helpful to see the output of show ntp association detail. And the configuration of NTP on that router might also be helpful.
