Please tell me,what should be considered while numbering ethernet and serial ports ?

media type/slot/port...

Please tell me what should be considered for seial and ethernet port for routers and ethernet port numbering on switches ?

What should be considered for subinterfaces numebering in Framerelays ?

I am not sure that I fully understand your question but the numbering of all physical interfaces is determined by the position within the chassis. With sub interfaces, you can pick virtually any number you like but a common convention when using frame relay is to use the DLCI.
