Please excuse my near-total Cisco ignorance...
I have inherited a 2950-12 and plan to use in our charity's 4-person office. What would be extremely useful would be to limit the bandwidth available to each person as we have just a 1Mb internet connection.
In the past one person doing a download has monopolised the connection resulting in poor performance for the other people.
We currently have a 2924 and I have used the flooding control with some limited success to manage this issue, however I am hoping something a little more intelligent is available on a 2950.
Can anyone confirm if there are port level limiting features on the 2950 and, if so, how to implement using the switch's web gui?

I think you may be in trouble if you have the 2950-12 and not the 2950G-12. Basically, for Quality of Service or Rate-limiting you need the latter.
The other alternative is to go with a software solution such as netlimiter. You can install this on each PC and limit each one to 256Kbps of bandwidth. That way you all have a fair amount of bandwidth. Also, it gives you an easy way to increase an individuals PC bandwidth limit temporarily if no one else requires the internet.
This method will not stop the greedy guts however.
www.netlimiter.com. Had a cursory glance and it would cost you approx. $110 for a 4-user licence. Maybe not such a great idea fro a charity!

Is the difference with the 2950G that it has EI installed? If so, can I install this instead of SI on a 2950?

The 2950G-12 has two gigabit ports and comes with EI. You can't buy a 2950-12 with EI image. It says SI image only. On the Cisco price list, there is no option either for an Enhanced image on the 2950-12. So it looks like you have no options.
Even if you could upgrade to EI, you would still have to pay for this. For an upgrade for a 2950G-12 to EI it costs $500, so you are still better off with the software I mentioned previously.
