Prevening vlan from shutdown

Is it possible to prevent vlan 1 from shutdown if there are no active ports in vlan 1.

What platform are you talking about? In general, it is not a good idea, but if you have to, you can disable autostate feature in 6500 using "set msfcautostate disable "

Unfortunately, there is no way to disable the "auto-state" feature on IOS based switches.
