QoS: Does TCP-Stack affect Throughput ?

Situation:

Several different TCP-based, priorized Applications are guaranteed Bandwidth on the Router like Application Nr.1, 30 %, Application Nr.2, 50 % and Application Nr.3, 20 %. Expected Bandwidth [bps] can be calculated according to the defined BW. Assuming the egress interface is congested by default traffic, what throughput rates can I expect for the priorized Applications ? Should these rates match the calculated Bandwidth rates ? Do the Throughputrates depend on the TCP-Stack settings on the receiving / transmitting Host/Server ?

As these applications are prioritized over the default traffic, I would expect them to be awarded the expected bandwidth. I do not expect the default traffic to congest the egress interface.
