We currently manage a fiber WAN loop with a Wireless backup loop with REP on the Fiber side and Routed network on the wireless failover. A vendor is insisting on being able to use QoS on the equipment placed in local networks off the WAN to manage their VoIP system. QoS, however, does not pass through REP managed segments. I am wondering if this can be accomplished though a VPN and/or VLAN between the vendors equipment acrosss the REP managed ring.

I'm not familiar with REP but if you run a VPN or GRE over the connection you can preserve your QoS settings on the other end, however if QoS isn't going to honored over the connection it won't be true end to end QoS.
