Now I encounter a issue! It's very quiz to me.
I make stack of two 3550-48 EMI switchs, Master switch is working fine,
slave switch will shut vlan interface when there is no end user connection.
any help is very appreciated!

What is your management VLAN number ?
How many VLANs are you working with ?
Have you configured the stack ports as trunk ports ?
It sounds to me that your management VLAN is not known.
