I do not understand the meaning of term Rate-Limit in Cisco Router configurations ! What is it and how and in which situations can I use it ? Any document related to this matter ?

It is part of CAR (committed Access rate) configuration.
We recommend using MQC now,

There is no rate-limit feature on cat2900XL.
Rate-limit on 2948g-l3/WS-x4232-l3/4908g-l3 is sub-set of CAR.
