"Problem Description: I found the issue is on the proxy TFTP and it is due to lines like this: Found entry [WLANRootCA.cer] in state[2] in CRMDB with count [4] CReqContext::tftp[0xdbbe8af8~1972~X.X.X.C~1024] Found entry [WLAN.xml] in state[2] in CRMDB with count [4] There were known shortfalls in the TFTP service with one of them being this issue. What happens is the TFTP service marks certain files as failed files. The TFTP will not try to find the file on remote clusters nor will TFTP respond to the phone. The 7925 phones do not handle the lack of a reply very well so they remain "stuck" requesting files like WLANRootCA.cer or thier WLAN config file. Therefore, the phone doesn't try to move forward with requesting it's configuration file (a critical step for device registration). The good news is TFTP has been significantly modified and optimized in newer versions. So we setup the dev cluster (which has version 11.5.1) to be the proxy TFTP and the test phone (7925 phone) was able to register"-Cisco BUG ID-CSCvr60288
