redundant supervisor in Stanby Cold state

We had a Sup 2T throw a parity error, TAC RMA'd a replacement SUP2T. I ensured that the same IOS version was on the replacement. Inserted the card and in Show Mod it shows pass and ok however when I look at the show redundancy I am seeing the replacement SUP i as Standby COLD. when I look at the show redundancy states I see the following:

Redundancy Mode (Operational) = rpr    Reason: Software mismat

when I look at the Bootvar I see the following:

BOOT variable = bootdisk:s2t54-advipservicesk9-mz.SPA.151-1.SY1.bin,1;
CONFIG_FILE variable =
BOOTLDR variable =
Configuration register is 0x2102

Standby BOOT variable = bootdisk:s2t54-advipservicesk9-mz.SPA.151-1.SY1.bin,1;
Standby CONFIG_FILE variable =
Standby BOOTLDR variable =
Standby Configuration register is 0x2102

Any Ideas ?

That all looks good. I notice your operational redundancy mode is RPR. Is that the configured mode (normally SSO would be the configured mode).

Does "show module" recognize the replaced card properly? Have you tried reloading the standby supervisor ("redundancy reload peer")? I'd do that while checking if any console or syslog messages are generated during that process to give more troubleshooting clues.

Do you perhaps have licensing (e.g., MacSEC) on the primary that isn't matched on the secondary?

"show license all"

"show license feature"

Here is the output from these two commands

show license all
License Store: Primary License Storage
License Store: Evaluation License Storage
StoreIndex: 0   Feature: TEST_FEATURE_1                    Version: 1.0
        License Type: Evaluation
License State: Active, Not in Use, EULA not accepted
Evaluation total period: 4  weeks 2  days
Evaluation period left: 4  weeks 2  days
        Lock type: Non Node locked
        Vendor info:
        License Addition: Additive
        License Generation version: 0x8100000
        License Count: Non-Counted
        License Priority: None
StoreIndex: 1   Feature: TEST_FEATURE_2                    Version: 1.0
        License Type: Evaluation
License State: Active, Not in Use, EULA not accepted
Evaluation total period: 1  hour  0  minute
Evaluation period left: 1  hour  0  minute
        Lock type: Non Node locked
        Vendor info:
        License Addition: Additive
        License Generation version: 0x8100000
        License Count: Non-Counted
        License Priority: None

show license feature
Feature name             Enforcement  Evaluation  Subscription   Enabled
MACSec_Encryption        yes          no          no             no
CTS                      yes          no          no             no
TEST_FEATURE_1           yes          yes         no             no
TEST_FEATURE_2           yes          yes         no             no
