Hi,
If I use Policy-based Routing using route-map, does it takes higher priority than other routes?
Does route-map will be used if the next-hop ip is reachable and will only fall back to the routing table if otherwise?

Yes it will take higher pref over the routing table on the incoming interface. Also if first hop is unreachable you can always specify multiple next-hop IPs
