I have two 10G LR SFPs, one labeled SFP-10G-LR= (10-2457-02) and the other SFP-10G-LR++= (10-3038-01).
What's the difference between the two? Can't find any web resources documenting or explaining.

The "=" is just Cisco SKU for "spare".
There is no difference between the two.

From my understanding, ++ at the end of the SFP part code means that it is TAA compliant. I've not had to use these myself and not sure what entities require TAA compliant SFPs (perhaps military/governmental use?)
