I can see the BW from the debug frame-relay LMI command but there MUST be a better way. and what about the CIR?

Hi, depending on your IOS code, you can see the actual clocking by issuing a "show controller int serialx/y" where the serialx/y interface is the port that the frame relay is attached to.
The routers are not capable of informing you of the actual CIR value. when I refer to routers I am basing this on 805 up to 3600 series routers. The only method we've been able to validate CIR values is by using 3rd party reporting tools.
Pings are not effective in trying to determine the CIR value.

Your carrer should be able to tell you the CIR. Its generally a part of their pricing.
