SNMP Coldstart Traps Sent

When does a router send a coldstart alarm to the configured snmp server host?

Does the IOS have a built in mechanism to wait until a route is in the route table to the snmp server host to ensure host receives trap for coldstart (example frame ckt not up yet, if coldstart trap sent, snmp trap lost).

A coldStart trap signifies that the sending protocol entity signifies that the sending

protocol entity is reinitializing so that the agent's configuration or the protocol

entity implementation may be altered. This trap uses the values from the MIBs sysUpTime and whyReload in its packet generation (varbinds). coldStart: The device fully rebooted. http://www.cisco.com/warp/public/477/SNMP/snmp_traps.html can be looked at form reference.
