say I have a network with say ip address 172.19.54.0 255.255.255.248, what would the network address be ? and could I still use 172.19.54.0 255.255.255.0 ?

First subnet 172.19.54.0 255.255.255.248

This has a range of 172.19.54.1 through to 172.19.54.6

Braodcast address is 172.19.54.7

If you use 172.19.54.0 255.255.255.0

This has a range of 172.19.54.1 through to 172.19.54.254

Broadcast address is 172.19.54.255

what network would it represent with the 255.255.255.248 address ? would it be the 172.19.54.1 network ?

It would be the 172.19.54.0 its sometimes referred to as the network number.
