I am looking for a utility that will guide admins in setting up network topology such as drag n drop devices into design etc.
Also looking for something that will visually show status of network connectivity.

Hello,
for the design part, try Cisco ConfigMaker, although it is EOS/EOL, it is still a useful tool (and it is free). You can download it here:

For the network management part, you could try Whatsup Gold, it is not free though...

Hello,
One tool I like is What's Up Gold. It is not too expensive (1195$) and it does a lot of things for that price. For example, if something goes down it can page you or e-mail you. You can also add plugins to monitor Exchange or SQL servers.
Go to http:/www.ipswitch.com/products/whatsup/index.html if you want more info. You can also download a 30-day trial version of the software.
There is also a new "Small Business" version of What's Up if you need something simpler.
Hope this helps you.
