traffic shaping problem about Internetworking frame-relay atm

Hello!...i have a problem .two routers,atm router interface connected to network atm y un central-relay network. I have bought an 1M adsl line but my problem is the central router receive a lots in DE packets and drop them.

I have a traffic shaping in the hub with following parameters:

cir=320000

bc=9900

In the remote router when i throw it "show dsl atm"

appear:

Interleave Fast

Speed (kbps): 1024 0

320 0

can you help me please?
