Wondering if a vlan can be in its (protocol is down) status and if so, why, since it is just a virtual interface.
no shut doesn't work on this, any other idea other than deleting and creatin the vlan?

Hi,
are you talking about "VLAN x" or "int VLAN x"?
"int VLAN x" can be down when there is no physical interface assigned to the associated "VLAN x".

Also, you can only have 1 active VLAN on each layer 2 switch at a time. If you try and bring up another one, it shuts down the active one on you...

This article may help you. Looks like a physical port that is in the same vlan as the vlan interface must have link for the vlan interface to be in up/up state.
