WAN monitoring for policy routing proper functionality

I do have a scenario like that: PCs default gateway points to the main router in a LAN. I'm using policy routing to deviate a certain traffic pattern thru another router connected to the internet using IPSEC tunnel (this is a non critical traffic which I don't want to pass accross my provider backbone). The trick is: how can I ensure that if my Internet link fails I will keep sending this traffic thru the provider backbone? It's important to note that the 'next-hop' in the policy routing statement will most likely be up and running (the ether port of the Internet router), although the serial link won't. Another issue is the tunnell. How can I can ensure that tunnel is fine to send traffic?

How about setting a floating static route with higher AD pointing back to the first router. This way if the internet link is down, the packets will be routed back to the orginal router and as the packets arrive on the interface which is not being policy routed, the packets will take the provider backbone.
