When does a Policy Map activate? And.....

Is the policy map always active once it is assigned to an interface using the service-policy? Or is it like other queueing methods and only active during congestion?

Also why can I only assign 75% of the interface bandwidth? If this can not be changed, it would be incorrect to add a 'default class' to the policy map?

The behaviour of policy-map is different depending upon the QOS configuration - FRTS, GTS, CBWFQ/LLQ, CAR, packet marking etc. In general all policy-maps activate the policy when there is congestion. If the policy-map is used for marking packets, it will always be active.

YOu can override the 75 percent limit using the

command "max-reserved bandwidth" command.
