When does EIGRP discover its neighbors?
When it receives a hello packet from its neighbor or
When it receives an acknowledgement of one of its transmitted hello packets.
which answer is true?And why?

Hellos are multicast for neighbor discovery/recovery. They do not require acknowledgment.
