Why is CEF required for CAR to work?

From product feature description to the configuration guide I come across the statement that CEF should be turned on before CAR can be configured. Can someone please explain why?

Will CAR not work without CEF?

This feature is only supported in the CEF switching path and won't work unless CEF is enabled globally and on the interface.

Because CAR is implemented as part of the CEF switching path--it's reliant on the CEF data structures, or data structure built into the hardware on specific line cards.

Thanks, I guess to understand at what step CAR is really implemented I have to check out the CEF order of operation.
