Description
Symptom:
When a Hybrid-Boundary Clock (HC-BC) node loses the phase and comes to frequency lock, it still sends PTP packets to its slaves; Which is not correct. A HC-BC node should send packets to its slave only if it itself is in PA state.
In this bug the problem is that even if HC-BC node loses phase, it still drives the slaves and as slaves receive PTP packets they remain in PA, which is not correct as the master (HC-BC) is not in PA itself.
