I am interested in knowing the proper tool for measurement of carriers present network health. In other words to audit the present network in terms of QoS status, traffic measurements, bottelneck identifications,etc..

One interesting tool which was recently introduced is NetMRI which surveys the network and reports on issues that it finds. NetMRI was developed by Netcordia (www.netcordia.com).

in your case , you can use wide range of management and monitoring software .
depend on size of your networks as MRTG or Orion packages .
for small and Internal building networks I'm interested in MRTG ( Multi Router Traffic Grapher - Download at http://www.mrtg.org ) , and for a wide network Orion Series Packages recommends .
for fully reference and more info I need more info about your network topology , your Network Technology and network Hardware .
