QoS using bandwidth percent or Kbs

I have a multilink interface between two sites with 3.072Mbs total bandwidth. I have my QoS set using "bandwidth percent 50" under the class of the policy. What happens if I lose one T-1 or half the total bandwidth? Will this save 50% of whatever is left when one link fails?

Or should I specify a Kbs rate?

Also, is the "Control" class for the D-channel messaging for voice traffic?
