3005 Intermitently fails to route Traffic

I have 3005 concentrator (v.3.6.7) connected to a 1721 router (IOS 12.3). When the tunnel SA time limit expires and the tunnel is re-establihed. The 3005 doesn't route any traffic. This only happens intermittently. Anyone got any ideas?
