I have two new 5516x's. Instruction say to log on at default ip 192.168.1.1 and run ASDM launcher.
Problem is that there does not appear to be any ASDM files on either device. I have downloaded the most recent ASDM .bin file, but cannot find the command to load it onto the ASA
I suspect it is a simple fix. Any ideas?

It should come with ASDM pre-loaded. Did you connect to the ASA port and change your computer IP to be on the 192.168.1.x network? If so what happens if you browse to https://192.168.1.1 ?
If nothing happens then you can use CLI/Console to check and see if ASDM is there. If it is not you can use the CLI to configure a TFTP/FTP, etc type server and get it loaded:

I just purchased a 5508-x and the bin file is not loaded. How do I obtain this file as I do not have a smartnet.

Easiest is to request it from your reseller (assuming you used an authorized reseller).
If they aren't helpful and it was indeed purchased via authorized channels then you do have the initial 90 day warranty period that does not require Smartnet support. You can contact Cisco TAC and request support under those terms.

Simply contact the TAC via telephone and explain to the front line person who answers that you are requesting warranty support.
I've heard reports they are sometimes hesitant to offer it but be insistent and cite the terms page I linked earlier.

There was a manufacturing issue earlier this year that resulted in some of the newer 5506-X, 5508-X and 5516-X's not coming with the ASDM image pre-loaded. It's since been fixed but there are obviously some still in distribution channels with the issue.
Like Neno said, you just to download and put a copy of the image onto your host with tftp or ftp server running and then pull it onto your ASA from the command line.

Success!!
The instructions attached above worked nearly perfect. The only confusing part was that the new 5516x ASA image uses an .SPA file extension instead of the more common .bin. This threw me for a bit. Once I just accepted that the name was correct as it was, it worked fine.
a few critical commands here:
copy tftp://192.168.1.5/asa951-lfbff-k8.SPA disk0:/asa951-lfbff-k8.SPA
copy tftp://192.168.1.5/asdm-751.bin disk0:/asdm-751.bin
show running-config boot system
and then making sure I was accessing the web interface via
