Cisco 3002 connecting to 3030

We have a number of sites using 3002 hardware clients to connect to our 3030 based in London. This has been up and running for a good few years now. A couple of sites are experiencing 'slow' connectivity. What I have done is take one particular site which is having a problem and measured the speed over different times, this particular line is 1.5mbs download and 512kbs upload. Without the 3002 connected I get on average 1.2mbs download but with it I am getting 100kb-250kb download. I know there to be a certain amount of overhead when creating a tunnel but this seems to be alot. The users at this site run a mixture of NT4, 2000 and XP PC's. Can anyone point me in the correct direction to start to troubleshoot this.
