Are you referring to a VPN concentrator? If so, then they terminate VPN connections from clients and other devices to establish an encrypted session over a public network.
A multiplexer on the other hand, is a device that combines (and later disjoins) several data streams to be transmitted over one data channel. Very different to a VPN concentrator.
