I have trying to configure local/console passwords on a 3750 running ssh2, and ssh2 is working.

The local username and password and configured. The line vty 0 15 is configured,

When I disable AAA I am unable to login using the local username and password. What steps am I missing to get the local username and password to work while running ssh2

Under line vty 0 15, you would need to add "login local" as per the following:

http://www.cisco.com/en/US/partner/products/sw/iosswrel/ps1818/products_configuration_example09186a0080204528.shtml#config-local

Hope that helps.
