limit access for outgoing connection

how to limits outgoing connection just for spesific inside network ?

try to use outbound command to deny everyting and permit the specific ones

but i need to permit only from spesific source address (inside network).

for example, i like to block yahoo messenger for all user except for developer.

what about :

1.2.3.4 can access x.x.x.x

but 6.7.8.9 can't access x.x.x.x ?
