I am using a VPN 3030 trying to allow a user at another office to connect. The building where the user resides uses a raptor firewall. My guess is that the firewall is blocking the traffic. I have the client set to allow IPSEC through a NAT tunnel. Any ideas? Has anyone been successful with interoperability with the Raptor and Altiga VPN's?

Youll have to talk with the admin and set a rule allowing this connection in Raptor.

I believe that your problem is with ESP and/or AH negotiation. If the firewall is using PAT (or many-to-one NAT), these services won't work because there is no port assignment as with "normal" TCP or UDP packets.
While the client side has enabled support for NAT, you also need to explicitly enable it on the VPN Concentrator (at least I think you do). This should allow IPSec connections over UDP.
