Are VLAN's physically located on a router (i.e. 1801 router fixed module) at more risk to attack versus VLAN's on a dedicated switch?

I would say no. They both use IOS although they are different. Generally speaking the both offer 'services' that need to be secured properly (VTY, SNMP, etc). One type (switch versus router) isn't more secure than another.
