When using tunnel intefaces with a non IPsec IOS image, what, if any, encryption methods can be used?

You can't get any encryption if you're not using an IPSec DES or 3DES image unfortunately. As you're probably aware, GRE provides encapsulation of data, not encryption, so the raw data is still in the clear, it's just encapsulated in a GRE packet.
