vlan interface and telnet access

Do I need to enable AAA to enable telnet access to a certain vlan on a router without using the console port access, or can the access via telnet be enabled locally on the switch using the password commands?

AAA is not needed. You can directly telnet to the VLAN interface, if you have given a password on the line vty mode.

AAA can be configured for extra security, by configuring a ACS server.

The answer to the first part of your question is easy: you do not need to enable AAA to enable telnet (this is true for both router and switch).

Beyond that I find your question a bit confusing, are you interested in telnetting to the router (to the vlan interface of the router) or int telnetting to the switch (to the management interface of the switch)?

What are you trying to accomplish? When we know that we can better answer your question.
