why i can't create "Discussion" topic on cisco forum?

Hi, why i can't create "Discussion" topic in "Email Security" Forum, i can create document or video or blog.

And i can create Discussion topic in other forums.

Does it depend from points, ratings, reputation or what?

Hello Alibek. Can you attach a screenshot of the main e-mail security page? I just want to compare that to what I see on my end. I am able to create a discussion without a problem. Also, it does not matter what your points/rating/rank is in order to post there.

I changed other brower but i still do not create session discuss
