Hi,
Can I implement the WCS without having a WLC controller.( I want to manage APs directly with WCS).

I assume your existing APs are not LAP (LWAPP). You should use Cisco WLSE to manage your fat APs.

Felix is spot on so I just want to clarify:
No, you cannot use a WCS unless you have a WLC and thin clients (LWAPP).
The WLSE is the management platform designed for the oldtime "fat" APs which can also directly be managed via telnet/SSH/Web.
