Hello,
the following configuration steps lead to 100% CPU utilization on ASR1001-X.
1. enable
2. configure terminal
3. bba-group pppoe {group-name}
4. virtual-template template-number
5. service profile subscriber-profile-name
High CPU utilization is caused by SSS Manager process. Utilization remains 100% until either the router reload, or un-configuration of bba-group (which sometimes lead to crash).

This behavior has been observed on IOS XE version 16.9.6 or 16.9.7.
