Indeed 500Mbps is the max value for the CIR/PIR on a package.
If you want to limit traffic at 1Gbps, you can do it by Global Controller.

BTW, the CIR/PIR settings on a package are for each subscriber level,
so usually 500Mbps is enough unless you put all subscribers into one
subcriber on SCE....
